One to hold the plant in place and the other to place substance over it. They seem to be made of good quality. I will update my review if they start to rust. These tools are great to use when I need to rearrange one of my fish tanks. I only wish they were a little bit longer. I have a 20 gallon curved front tank and these don’t quite reach the bottom when it is full. That being said I have used these multiple times and they have no signs of rust and they are still just as strong as they were when I bought them.
